So when convicts try to escape, do they even punish them? Will they even look for them if they escape? If so, they are basically saying the government themselves are breaking the law!
I can see your perspective, it does seem a little illogical even from a legal lens.
This law is true in Belgium and some other countries too.
Here it is even news if there is no escape and not if there is prison break. :D

These are western nations, the countries the US and the rest of tghe so called developed world wants us to take as role models- in short the 'civilised world'.
